METHOD
Step 1.
Heat oil in a pan over low-medium heat.Step 2.
Add garlic and shallots to the pan, cook until they become golden brown. Remove them from the pan and set aside.Step 3.
In the same pan with the leftover oil, add dried chilies. Cook until chilies are crispy but not burnt, remove chillies from oil and set aside. Keep the pan with oil you'll need it later.Step 4.
In a blender, add the fried garlic, shallots, chilies, salt, and sugar. Blend until coarsely ground.Step 5.
Transfer the blended mixture back to the pan with the oil. Add the whole garlic cloves and cook over low heat for 5-10 minutes. Let it cool completely.Step 6.
Store in an airtight container.

2 Large shallots, finely chopped
20 Dried red chillies
1 tspSea salt
1 tspGranulated sugar
