METHOD
Step 1.
Roast the bell peppers and chillies until charred, then peel and deseed.Step 2.
Soak dried chillies in hot water for about 20 minutes until soft. Drain.Step 3.
In a food processor, combine roasted peppers, soaked chillies, garlic, cumin seeds, coriander seeds, and salt. Blend until smooth.Step 4.
While blending, gradually add in the olive oil to emulsify.Step 5.
Stir in the lemon juice and adjust seasoning to taste.Step 6.
Transfer to a jar and cover with a thin layer of olive oil; seal tightly. Store in the refrigerator.
